NO one must turn a blind eye to the Constitution (2008) and the Nationwide Ceasefire Agreement-NCA, said Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing at the meeting 8/2022 of the State Administration Council at the Office of the SAC Chairman in Nay Pyi Taw yesterday afternoon.
Discussions on bilateral cooperation during a goodwill visit to Russia
In his speech, the Senior General explained his attendance at the Eastern Economic Forum during his tour of Russian Federation, meeting with Russian President Vladimir Putin, Myanmar as reliable and long-term partnership country in Southeast Asia for Russia, cooperation in all sectors, assistance of Russia to Myanmar, promotion of bilateral trade and investment, economic cooperation and good results, visits to the regions with the potential to ensure economic cooperation between Myanmar and Russia, the situation of turning 75 years Russia-Myanmar diplomatic relations, successive good relations, sending of scholarship students to Russia, good friendship status of Russia with correct attitude and trusts for cooperation in defence sector between the two countries, observation of rail transportation, trade and investment matters with Russia, and further cooperation in health and education sectors.
Encouragement for the agriculture sector to develop the State economy
The agricultural loans from State economic promotion fund were disbursed to local farmers in order to successfully grow summer paddy and green gram this cultivation season. The benefit obtained from this year’s efforts aims to assist in the cultivation of summer and monsoon paddy and beans in 2024 and to increase sown acreage in coming years. Moreover, farmers will have a chance to repay their previous years’ loans to the State. The funds were issued to regions and states with less economic strength such as Kayah, Chin, Rakhine, Shan, Mon, Kayin, and Kachin states and Taninthayi region as well as self-administered zones through the emerald green village project for the development of businesses in respective regions.
Encouragement for MSME for region-wise economic development
In his speech, the Senior General emphasized the development of MSME. He said: “I met all those concerned at the meeting on SME industries in very recent days for improvement of SME. SMEs grasp more than 90 per cent of the State economy. In doing so, the SME must be based on raw materials which must be produced locally. If there is no raw material, it can do nothing. Business cannot be done without raw materials. Trade is based on buying and selling of finished goods. So, raw material is of importance. In my tenure, I instructed all regions and states to establish industrial zones. Among them, Chin State needs to set up an industrial zone or industrial ward. So, I instructed officials to operate industries based on coffee, elephant yam tuber and mithun.
All other regions and states have industrial zones. So, I purpose to allocate the fund to Chin State for the establishment of the industrial zone. As the government is striving for the recovery of businesses, SMEs will have a chance to seek loans at soft interest. SME industries must be operated in all regions and states. It is because if industries and production develop in respective regions and states, the number of migrant workers can be reduced. But they cannot be totally reduced to the bottom line. We have to reduce the number of migrant workers. Relevant regions must create job opportunities. If they do business, their budgets will increase. Regions and states will have increased budgets. So, we provide the capital for them to operate their businesses with their own budgets. We disbursed K10 billion, K8 billion and K5 billion to them. It means we give the federal chance for them to spend the fund on necessities.
“Moreover, we show if the governments do it, it will achieve success with emergence of jobs in relevant regions due to encouragement to SMEs. A government must do its tasks, not for show on TV and in newspapers. Actually, they have to improve their regions and the State. Our government must strive for the development of the nation and regional governments must do so as well. It is practical politics. It is working for the nation. We allotted capital funds for implementing the national cause. They have to do so based on their capacity. If they have the capacity, they will have good business. If so, their region will have a good income. So, region and state budgets will be booming. The central level can provide monetary assistance to them as much as it can. But their efforts will accumulate the funds with improvement. So, I instructed all region and state chief ministers to operate businesses. I provided you with capital funds. It is an aim of operating SMEs. It was called SME. Now, it becomes MSME. So, I inform all council members about our efforts.”
The tourism sector contributes to all sectors
The government is striving for more arrivals of international tourists to the nation. If inbound and outbound tourism can be enhanced, the State economy will achieve great progress.
Efforts for peace, security and political stability being made
The promotion of the tourism sector needs peace, security and political stability. Political parties are allowed to hold internal meetings and other administrative measures except for political mobilization. The Tatmadaw is paving the way for multiparty democracy for the State by building the Union based on democracy and federalism. Deserved federal rights will be given.
With regard to peace, the second phase of talks is in progress. No one must turn a blind eye to the Constitution (2008) and the Nationwide Ceasefire Agreement-NCA. Ethnic armed organizations demanded an amendment to the Constitution. Amendments can be based on voting at the Hluttaw. The government is striving for holding a free and fair election. And, the government is meeting with EAOs to seek the agreements in advance.
Opening more schools for education promotion
Nay Pyi Taw State Academy will be opened in coming October and it will be meeting the standards of Yangon and Mandalay universities. The academy will admit third-year courses at first, and in the coming four years, it will admit all year-term courses.
The SAC members discussed various sectors.
In his response, the Senior General said the appointment of teaching assistants and language teachers aims to sustain ethnic literature, culture and languages. Those teachers must be trained at education colleges in regions and states. Foreign investments are invited for safe development of Thilawa and other special economic zones. CDM campaigners and related persons who disturb government servants will be exposed and action taken against them.
In conclusion, the Senior General said the activities of political parties are not restricted. The Union State will be built based on the Constitution (2008) and NCA. Council members need to deeply consider the construction of the Union State which can guarantee the future of the nation on the right track.
