The government plans to provide K20,000 per month per displaced person from incidents of terror attacks from January to December 2025.

Senior General Min Aung Hlaing underlined that local people’s militia and residents have to join hands with the government to ensure the rule of law, peace and stability and socioeconomic development.

Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing met chief ministers of regions and states who attended the Union-level MSME Exhibition and Competition, at Bayintnaung Villa in Nay Pyi Taw yesterday morning and presented financial aid from the National Disaster Management Fund to the displaced people who left their native places in the terror attacks.

Also present at the meeting were SAC Vice-Chairman Deputy Prime Minister Vice-Senior General Soe Win, Council Secretary General Aung Lin Dwe, Joint Secretary General Ye Win Oo, council members, Union ministers, senior Tatmadaw officers from the Office of the Commanderin-Chief and officials.

Speaking on the occasion, the Senior General said that the past two democratic governments experienced trade deficit worth more than US$24 billion. They filled the deficit with foreign loans, financial aid and incomes from non-trade processes.

He continued that, currently, the government does not have foreign loans. So, the government emphasizes an increase in production. So, the government gets foreign currency from CMP products and incomes from workers abroad. Hence, the government is striving to earn foreign exchange from trade.

Myanmar’s GDP is lower than that of ASEAN member states. Only when the government encourages agricultural production will the country have a higher GDP. Enhancing agricultural production can improve the export sector and increase the earning of foreign exchange. Hence, it is necessary to promote the production of rice, maize and coffee for foreign markets.

As agriculture and livestock industries are interconnected, regional and state governments have to submit the plans for development of these sectors.

The people’s security system was initiated in 2023. Chief ministers from regions and states have to encourage police forces to discharge their duties with aid. Local people’s militia and residents have to join hands with the government to ensure the rule of law, peace and stability and socioeconomic development.

As terrorists commit terror acts on communication tracks, emphasis must be placed on transport security in relevant regions.

He underscored that now is the time for political parties to make necessary preparations to take part in the election. Elections will be conducted under the law for Pyithu Hluttaw, Amyotha Hluttaw and region and state Hluttaws.

Polytechnic universities, agriculture, livestock and technical high schools are opened to teach students to produce necessary human resources for MSME businesses in addition to plans to establish agriculture and veterinary science universities. Moreover, the issuance of capital for MSMEs in regions and states must be aligned with prescribed rules.

The Senior General highlighted that Myanmar has to participate in the international activities of transboundary haze pollution. Action must be taken against offenders in unregistered vehicles as well as officials from administration and security bodies. Illegal trade must be effectively cracked down and effective action must be taken against telecom fraud. Moreover, drug trafficking must be exposed and action taken.

Officials were urged to systematically expose the cases of illegal marriage of foreigners who committed crimes at border regions for their attempts to take citizenship of Myanmar. He also emphasized the development of libraries and raising reading habits. In addition, the Senior General stressed the need to prioritize quick-win projects for the education and health sectors.

The government has decided to provide K20,000 per month per displaced person from incidents of terror attacks from January to December 2025. More IDPs must be collected under systematic verification to demand financial aid for them.

During the long summer school holidays, arrangements are being made to conduct refresher courses for education staff to enhance their capacity. Regional and state chief ministers reported on regional requirements and work processes.

The Senior General continued his guidance, saying that the government will arrange increased production of crude oil, and regional and state authorities need to verify vacant and virgin lands in regions and states to generate electricity from solar energy by building solar power plants.

He presented cash aid for IDP from terror attacks to chief ministers of regions and states including Nay Pyi Taw Council.

Chairman of Industrial Development Commission General Mya Tun Oo, Chairman of Electricity and Energy Development Commission Admiral Tin Aung San, Union Minister for Defence General Maung Maung Aye, Chairman of Agriculture and Livestock Development Commission General Nyo Saw and Union Minister for Planning and Finance U Win Shein reported on implementation of the industrial development measures, electricity and energy development, people’s military servant summoning process, implementation of agriculture and livestock projects, efforts to increase region and state GDPs, issuance of capital for businesses from the State economic promotion fund, and financial aid for IDPs.

Council Joint Secretary General Ye Win Oo reported on security, the rule of law, eradication of trafficking of arms and ammunition and narcotic drugs, verification of unregistered vehicles and environmental conservation.

The Vice-Senior General stressed that the summoning of people’s military servants and the scrutiny process must be conducted under the law and disciplines. It should not be forced recruitment. Regional and state chief ministers have to successfully implement the generation of electricity from solar energy to operate MSME businesses.

He continued to say that MSME businesspersons have a chance to connect with economic attaches from relevant Myanmar embassies to seek foreign markets and to take financial aid from banks thanks to organizing the Union-level MSME expo. Moreover, he stressed that situations at border areas must be submitted to the State Administration Council in time, he added.

At the meeting, Union ministers submitted reports on international relations, capacity building for police members, and development of agriculture and livestock sectors.
