THE Second Pyidaungsu Hluttaw held the 5th day meeting of 15th regular session yesterday, and the deputy ministers reported on loan plan of Myanmar government from the Economic Development Cooperation Fund (EDCF) of the Republic of Korea, and Hluttaw representatives discussed a report of National Education Policy Commission for the sixmonth period.
Pyidaungsu Hluttaw Joint Bill Committee member Daw Kyin Ngeik Mam presented the committee’s findings and remarks on Myanmar Insolvency Bill sent back from the President with recommendations.
Pyidaungsu Hluttaw Speaker U T Khun Myat invited the names of MPs who want to discuss the President’s recommendations on the bill.

Deputy Minister for Electricity and Energy Dr Tun Naing and Deputy Minister for Planning, Finance and Industry U Maung Maung Win explained US$113.036 million loan plan from the EDCF of ROK proposed by the President to upgrade natural gas pipelines of the Ministry of Electricity and Energy.
Deputy Minister Dr Tun Naing explained the estimated cost for the project located in Magway Region and western part of Bago Region is US$129.5 million although the loan plan is just $113.036 million, and that the government will spend its revenue in Myanmar kyat equivalent to $16.468 million for the project.
The interest rate for EDCF loan would be 0.01 per cent with 15-year grace period and 25- year settlement period. The Myanma Oil and Gas Enterprise under the Ministry of Electricity and Energy would finalize the project in 48 months from the date signed the loan agreement.
Deputy Minister U Maung Maung Win also said the gas pipeline could supply natural gas to the power plants in Shwetaung and Myanaung, as well as to Kyawswa fertilizer factory. He added the loan plan meets the existing laws and policies of the country.
The Pyidaungsu Hluttaw Speaker invited the names of Hluttaw MPs who want to discuss the loan plan.
The Hluttaw representatives discussed the report of National Education Policy Commission on its works for the six-month period from 10 April to 9 October 2019.
Pyithu Hluttaw’s Tatmadaw representative Lt-Col Htin Lin Oo said the number of agriculture graduates contributes only 0.5 per cent of the country’s total education degree holders, and remarked the importance of commission’s suggestion to reopen agriculture and livestock high schools.
MP U Kyaw Thaung from Sagaing Region constituency 1 discussed adopting an effective private school education law to protect the rights of schools and students under this law.
MP U Khin Cho from Hlaingbwe constituency advised the National Education Policy Commission to develop an appropriate education system for the country and to carefully monitor the KG+12 education system for its effectiveness.
MP U Okkar Min from Taninthayi constituency 8 discussed to specify minimum requirements of education level for the members of curriculum development boards, selection of these members with the recommendation of subject experts and reviewing the consistency of curricula with local contexts.
The report was also discussed by the other 18 Hluttaw representatives. The sixth day meeting of Pyidaugsu Hluttaw will convene on 6th February.
